The Illinois House Speaker says it’s not that lawmakers are leaving the Capitol without a budget. Mike Madigan yesterday said lawmakers are simply preparing for a ‘continuous session.’ Madigan dismissed lawmakers last night without voting on a state budget. Republicans say it’s irresponsible to leave the state in limbo. Illinois hasn’t had a full state budget in nearly two years.
