Illinois Man Identified As Suspect In Kara Welsh Killing

A suspect is charged with killing a Plainfield woman on the campus of the University of Wisconsin-Whitewater. Police say 21-year-old Kara Welsh and a 23-year-old man were arguing in an off-campus apartment last Friday before shots were fired. The accused shooter, who has been identified as Chad T. Richards of Loves Park, was arrested and now faces offenses of intentional homicide, endangering safety by use of a dangerous weapon, and disorderly conduct while armed. Richards is being held in the Walworth County Jail.
