Mail-In Ballots Are Driving Record Returns

Mail-in ballots are driving up early returns for the February 28th Chicago election. The increase in vote-by-mail ballots could push overall turnout past 40-percent. Chicago has not seen such numbers in a municipal election in the last ten years. With two weeks before election day, close to 38-thousand vote-by-mail ballots have been returned.
