A state bill with more restrictions for owning a gun is making its way through the Legislature. Senate Bill 1966, sponsored by Rep. Kathleen Willis of Northlake, would prevent people with multiple out-of-state convictions from coming to Illinois and obtaining an FOID card without an extensive background check. The highest priority of the bill would create a law enforcement portal to show gun owner information on both state and local levels. The bill was created in response to shooters like the one in Aurora who still obtained an FOID card, even though he was a convicted criminal.
