Rockdale Man Charged With Chaining Relative In Basement

A Rockdale man is accused of chaining a relative with psychiatric issues to a pole in a basement bedroom. Dwayne Jones was charged with a felony count of unlawful restraint after officers conducting a well-being check last Friday found a man attached to a chain in a home in the 700 block of Central Avenue. Police say Jones restrained the man because he had a history of running away from the home.
